A) efforts to contain it since them had been only partially successful (them is case issue)

B) efforts since then to contain it were only successful in part (Hold it)

C) that efforts since then to contain it have been only partially successful (that introduces parallel issue)

D) that efforts to contain it since then only have been partially successful (that introduces parallel issue)

E) that efforts to contain it since then were only successful in part (that introduces parallel issue)

A report by the American Medical Association indicatd that a surge in the number of malpractice suits began about ten years ago and efforts to contain it since then had been only partially successful.

A) efforts to contain it since then had been only partially successsful [ the report shows two thing That X and That Y]

B) efforts since then to contain it were only successful in part Same for A

C) that efforts since then to contain it have been only partially successful
[ not parallel to the first part]

D) that efforts to contain it since then only have been partially successful
[ not parallel to the first part]

E) that efforts to contain it since then were only successful in part
[Correct ]

A, B and E are out because of incorrect usage of Tenses. Of C and D, D is bit awkward when it says "since then only have been".. Only Partially successful seems to be the correct phrase. Hence I vote for C. What is the OA ?
