Number of characters in original sheet= 20*55*65=71,500 characters
Characters in 1 new sheet = 65*70=4,550 character per sheet
Number of new sheets = 71500/4550=15.714 =16 approx
Percentage reduction in number of sheets = (20-16)/20 *100=20 %

Total characters = sheet * (Lines/ sheet) * ( characters / Lines)

Original characters = 20 * 55 * 65

After altering the lines and characters, we get

20* 55 * 65 = new sheets * 65*70

New sheets = (1100/70)

= 110/7

= 15.71 = approx 16

Reduction percentage = (20-16)/20

= (4/20)*100

= 20%
