Retailer is paying = 70*40/100 = 28, 70 - 28 = $42 per coat
He want to get 50% more of this price so it should be = 42 + 21 (50% of what he paid) = 63
Now Marked price should be 25% more than 63 so that it looks like he is offering 25% discount on it.
Say marked price is X then X - X*25/100 = .75X = 63 => X = 63*100/75 = 21*4 = 84
