Each room has b boxes. Each box has e envelopes. Hence each room has b*e number of envelopes.
Then each envelope contains 50 stamps. So each room has b*e*50 number of stamps.

The question wants to know how many stamps are there in 3 rooms.
If one room has b*e*50 number of stamps, three rooms will have b*e*50*3 number of stamps.

Simplifying that equation gives you an answer of 150*b*e (Option E).
