X+Y= 2000

3x+6y=8400
solve for x & y
student x= 1200
and non students y=800

let the least number of non student be x.

student = 2000 - x

$$(2000 - x)3 + 6x \geq8400$$

$$6000 - 3x + 6x \geq8400$$

$$x\geq800$$
