15000*20+x=700000
x=700000-300000=400000

The SUM of all 21 salaries = $700,000

To MAXIMIZE the salary of 1 player, we must MINIMIZE the salaries of the other 20 players
The minimum salary per players is $15,000

So, let's pay 20 players $15,000 each
20 x $15,000 = $300,000

So, the remaining salary = $700,000 - $300,000 = $400,000

Answer: C
