As the post above mine points out, the wording of the question is very strange. Technically if the discount is less than 10%, the discount is automatically no more than 15%, so the stem does make sense, though I'd never expect to see phrasing like this in a GMAT question. But if we know we have a discount of less than 10%, then the discount amounts to less than $3, and A would be right.
But I suspect there's a typo in the question, and I'd imagine the question means to say the discount was greater than 10% but no more than 15%. If so, then the answer is not A. A 10% discount would be very close to $2.80, and a 15% discount would be very close to 2.80 + 1.40 = $4.20. So the price would necessarily be in the approximate range from $23.75 to $25.15, and that range is only wholly contained within the range of answer B.
