To answer your query, Option A is correct because it is the only answer choice that correctly uses the idiomatic construction "as A (“much”) as B (“even the fastest manned aircraft can achieve”) and whose structure conveys the intended meaning - that 37 miles per minute is equal to the speed of even the fastest manned aircraft.
