what the hell is "fears of other countries that do the same" and if they're doing so, how could that raise fears?
I say E, as I see the correct modifier there with the participle.
A) reserves and this raised fears of other countries that
B) reserves, which, as a result, raised fears of other countries that
C) reserves, as a result, they feared that other countries would
who are "they"? reserves? countries?
D) reserves, with fears raised that other countries would
reserves don't have fears
oh... at least I thought so

Yes... This participle modifier refers to the whole action of Swiss gov't presented in the main clause.
check out the MGMAT SC Ch.5(end) "modifiers":
The police found the murder weapon, making the prosecutor's job much easier.
"making the prosecutor's job much easier" refers to the finding of the murder weapon (action in the main clause)... not the murder weapon itself
