"or part thereof" means we round up to the next 1/5 or 0.2 of a mile on a trip
for starters, this means a 2.5 mile trip is 2.6 miles as far as the fare is concerned
take the "first one-fifth mile" to be $1.00 and we have 2.3 miles (2.4 for the purpose of solving) remaining in this trip...
2.4 / 0.2 = 12 more one-fifths remaining...
$1.00 + 12 * $0.20 = $3.40
