Range = 1st - 10th = 9,600 - 900 = 8,700

The ratio of the combined production of the producers ranked 11th through 20th to the combined production of the 23 producers outside the top 10 must be __________.
11th through 20th Production : Total Production of Bottom 23 = 11th through 20th Production : 11,500
The production of each of the 11th through the 20th has to be below that of the 10th, which is 900.
So, we can determine the following:
Upper Limit of 11th through 20th Production = 10 × Production of 10th = 10 × 900 = 9,000
Max Ratio 11th through 20th Production : Total Production of Bottom 23 = 9,000 : 11,500 ≈ 80 : 100
The production of each of the 11th through the 20th has to be at minimum the average of the bottom 23, which is 11,500/23 = 500. After all, the top 10 have to be at least average.
So, we have the following:
Lower Limit of 11th through 20th Production = 10 × Average Production of Bottom 23 = 10 × 500 = 5,000
Min Ratio 11th through 20th Production : Total Production of Bottom 23 = 5,000 : 11,500 ≈ 40 : 100
