A utility company sells electricity to its customers by units of energy called kilowatt hours (kWh). In order to encourage its customers to use less electricity during periods of peak electrical demand in the summer, the company charges its customers a higher amount per kWh for electricity during peak usage times. The graph shows the amount, in USD per kWh, that the company charges its customers for electricity during both the summer and non-summer months, from the hours of 6:00 a.m. until 6:00 p.m. The utility company charges the same price per kWh in the summer and non-summer months for all hours of the day not depicted in the graph.

This question is straightforward. So, we can get it correct and put some points on the board for Data Insights by just being careful in reading the graph, making sure we're using the correct information, and avoiding making careless errors.
During the times depicted in the graph, the utility company charges customers more per kWh in the summer months than it does in the non-summer months, except during the hours from __________,
Looking at the legend above the graph, we see that the blue columns indicate the summer charges and the black columns indicate the non-summer charges. So, to find hours during which the company does not charge more in the summer, we need to find those hours for which the blue column is shorter than or the same length as the black column.
Doing so, we see three hours for which the blue column is shorter than the black column and none for which the columns are the same length. The three hours for which the blue column is shorter at the 6:00 a.m., 7:00 a.m., and 8:00 a.m. hours.
Select 6:00 a.m. through 08:59 a.m.

To find this value, we find the difference between the summer and non-summer charges for the relevant hours.
non-summer - summer = difference
0.06 - 0.04 = 0.02
