We have to answer why jucuzzi's bath tub would reduce the rate of falling.
B,C,and E are clearly out.
Between A and D,
A is fact that says that 30% cases of fracture among aging Americans is due to stepping at side of tub. But this doesn't answer our targeted problem.
D mitigate this issue.
D is correct answer.

A is just giving us more data about the fractures. So out
B Wearing non slippers can reduce fractures but there is always a risk. So this is also out.
C This gives us information about future, but Jacuzzi is selling stand in tubs now. So this is also out.
D Correct. If they learn to use the stand in tubs then the injury will not occur.
