Regarded to be is a decent option in absence of E would have been the least worst choice
All other options are incorrect for following reasons:
B) redundancy
C) Meaning distortion: Being here tries imply that only at this point of time he is regarded as one of the greatest presidents. Too narrow in time frame
D)
i) Meaning distortion: In order to be implies that he is regarded so that he is one of the greatest presidents
ii) Redundancy: Inorder=to be
