Nothing wrong with A.
According to a recent census, the number of high school students working part time in sales has grown every decade since the 70’s.
S/V agreement.
Note that you should use singular verb after 'the number of' and plural verb after 'a number of'.

A seems to be correct here
B has SVA error "number.... have grown"
C is plain awkward
D "have been working" is incorrect tense because it shows the same students working since 70's (ha... what a boring life
)
E "students growing in number" is awkward
