Correct answer is D.
Lets go through all options :
A)arrests for shoplifting are of 18....
Means items that were shoplifted are 18 old or more.
Illogical meaning.
And what is "olds"!!???
B) arrests for shoplifting are 18... Means arrests were made 18 years ago.
Illogical meaning.
C) arrests for shoplifting are of people 18...
No sense in meaning. Refer option Explanation of option A.
D) arrests for shoplifting are people 18 year old and more.
Correct meaning.
E)refer explanation of option B.

Please correct me if I'm wrong in my logic.

IMHO (D) , though unwillingly ( For More )

...........more than three-fourth of all the arrests for shoplifting are persons 18 years old or more


Will go with (D), considering it to be the best option among the worst ones...

IMO C. "arrest" represents an action not a person and therefore it is not a valid comparison. Action nouns and concrete nouns are not logically parallel.

Is this an official question?

Absolutely. D cannot be the correct answer. But C had a problem: "old or older" - the same has been rectified and OA has been changed.
