We are comparing the heights of the darker gray bars (exports) of company Y to the heights of the lighter gray bars (imports) of company X. We want the former to be approximately twice the latter. We note that for each year, data for Country X is represented by the bar on the left, and data for Country Y is represented by the bar on the right.

For 1985, 1986, and 1987, we see that, although the darker gray bars of company Y are taller than the respective lighter gray bars of company X, they are not twice as tall. For 1988, since there is no darker gray bar (exports) for company Y, we can skip it. For 1989, we see that the darker gray bar of company Y and the lighter gray bar of company X are approximately the same height. Finally, for 1990, we see that the height of the darker gray bar of company Y is approximately twice the height of the lighter gray bar of company X.
