First pound = $17.5
2 to 10 pound = 9*2.6 = $23.4
11 to 23.5 pounds = 13.5*1.2 = $16.2

Total = 17.5+23.4+16.2
= 57.1

When paying by express service, the cost of shipping the package
will be split across the three parts

For the first pound : $17.50
Till the 10th pound : $2.60 per pound
Till the 24th pound : $1.20 per pound

Cost for sending the parcel will be \($17.50 + 9*$2.60 + 14*$1.20 = $17.50 + $23.40 + $16.8 = $57.7\)

Therefore, the cost of sending the package will be $57.70(Option C)
