The instructions sent out by mba.com in the email reads:
GMAT™ Focus Official Practice Exams 3 - 6
123456789 ---> here this is the Activation code
To use this product; you must have access to the internet. To activate your product(s), please follow the instructions below:
1. Go to www.gmatprep.starttest.com
2. You will be prompted to log into your mba.com account if you are not already.
3. Click on "Activation Codes" and enter your 8-digit activation code.
4. You will receive confirmation that the exam has been added to their account. Click "Continue".
5. The product will be available in the ‘Start’ table. Click the ‘Start Exam’ button to launch it.
It was definitely misleading for me, it says : Click on "Activation Codes" and enter your 8-digit activation code.
It should say '9-digit code mentioned above' instead.
1. It's not a 8-digit activation code
2. It can be activated inside the official practice test 1&2 ( which are free )

4. There will be two tabs; 2nd tab is 'Activation Codes'
There key in the 9-digit code the one mentioned just below the product name ( here it is 123456789 in the top )
The Customer support is better off changing the misleading instruction ( it's not a 8-digit code but 9-digit )
Indian consumers may face transactions declined if Debit cards are OTP enabled (pretty sure about HDFC bank cards) hence creating an PayPal account with the Debit/Credit card and using PayPal to pay for the transaction resolves this problem.And wasted a lot of time on this
