In this case, the difference is whether the decision making of Jason took place over a period of time which is important to the context of the rest of the passage. When you say "has decided" over just decided, I would take it that the decision took place over a period of time till recently or his decision making depended on a numerous actions which took place over period of time (from the past till present) and they impacted the final decision till now.

Be + past participle forms a passive.

BE taken several forms: is, am, are, was, were, be, been, being

The war was won by love. : Here past tense "be", i.e. was + past particple "won" indicate that this sentence is passive.

Active form can be: Love won the war.

In the passive sentence what follows "by" is the doer of that action. You can keep the doer or remove it. The above sentence can be written as:
The war was won.

When you remove the doer, you are hiding the agency who did the action, but still the sentence remains in passive form.

Therefore, to test whether a sentence is active or passive, check for the "be" + past participle.


OKAY!...so how about this:

Q: Whats ths active form of "The war was won."?

someone/entity has to win. In order for the sentence to be in the active voice, that someone/entity must act upon something.

Hmm...not sure...isnt there something that says the entity doing the work may be hidden in some cases?
