Adelle: The government's program to reduce the unemployment rate in the province of Carthena by encouraging job creation has failed, since the rate there has not changed appreciably since the program began a year ago.

Fran: But the unemployment rate in Carthena had been rising for three years before the program began, so the program is helping.

As Adelle is opposed to the premise that the govt policies have been helpful. It is also mentioned that the rate of unemployment has altered but not mentioned which way. As Faran mentions that the program is helping, it must be that the unemployment rate is reducing.

So it is likely that Adelle will oppose by stating that as more people are leaving the city for job opportunities, the no of unemployed people is also getting reduced hence the rate is decreasing but yes, the policies of the government are not helping to reduce the unemployment rate.

A. Out of scope
B. Out of scope too, we are not bothered about comparison with the whole country
C. Out of scope
D. If large no of unemployed workers are leaving the region then definitely the unemployment rate will go down. Which strongly opposes Fran's argument that unemployment rate is low due to the programme
E. Talks about the time gov took office, out of scope too

from D, we have the reason to believe that the number of unemployed people is reduced because of fewer people in the city.
E talks about the time before the new policy is adopted -> irrelevant.

(A), (B) and (C) can be straight away rejected as they are out of scope, further the Highlighted part in (E) is contradictory to the highlighted part of the Stimulus, hence answer must be (D)

Unemployment Rate = Number of unemployed/Total number of people belonging to the working age group.

D: Unemployed people began migrating elsewhere --> Assume 10 is the total number of people belonging to the working age group. 5 are unemployed and out of these 5, 4 migrate.

Old ratio = 5/10 = 50 percent
New ratio = 1/6 = 16.66 percent

The new ratio may show a decline in the unemployment rate but the decline cannot be attributed to the cause state by Fran. Thus an alternate reason is stated in D to counter Fran's argument.

Answer: D
