Is adverb's rule is similar to that of modifier's rule of placing it as close to the subject it is modifying? If yes, then adverbs are also placed as close as possible to the subject?
First, an adverb modifies a verb, not a noun. Subjects are always nouns. So, an adverb doesn't modify a subject at all.
Second, an adverb doesn't have to go as close as possible to the verb it's modifying. But, it should be clear which verb it's modifying. For instance, if there are two verbs in the sentence, the adverb should probably be near the verb that it's modifying, rather than being closer to the other verb. It also shouldn't be ambiguous which verb it's modifying.
