Has anyone encountered a sentence like "... advocate that..." ?
does it use subjunctive mode?

Uhm, I've probably not seen one so far. But the rule is that whenever you sense some "uncertainty" in the sentence, please in watchout for subjunctive mood. Even for subjunctive mood of order/request verbs, in that case, it's not certain that the requested person would do what is ordered/requested by the 1st person.
