There are two past events, Darby started a business and then he moved to Coalbrookdale. he moved is the second event and should be simple past.
This eliminates A. In B, business is the subject is the first clause whereas the second clause starts with the reference to Darby. Incorrect. In D , derivation - subject doesn't make sense with the verb. Now, we have C or E. In C, provide a more economic alternative doesn't make sense. Hence, the correct ans should be E.
