Correct idiom is "Both X and Y"

Hence, option A and C are out

Past Perfect in (B) is not required
"as well" in option (D) is wrong

hence, answer E

but would like to know if 'has' is required

if there was an option as below, which one to pick ?
1.) ordered a full review of both the sales department and the product development team
2.) has ordered a full review of both the sales department and the product development team

The correct answer is E.

It's all about the structure both ... and ....

Well, the use of "after" indicates a definite time. A few examples from Oxford:

The country abandoned its political leaders after the war.
After a while his eyes adjusted to the dark.
They offered an advance of £5 000 after the signing of the contract.
After winning the prize she became famous overnight.
After five months of agonized debate they signed the treaty.
