I believe, that option D is (poorly) hinting that the overall no. of flights has gone up this year compared to last year, which is why even though the actual no. Of airline errors may or may not have decreased, their percentage has gone down.
But simply adding the word dramatically doesn't actually clear this up. HOW MUCH is dramatic? If out of 100 flights, 10 were airline errors and 3 uncontrollable delays, is it now 10 airline errors and 75 uncontrollable delays? In this case, the percentage of airline errors is the same. So here, D doesn't undermine or weaken the argument. The representative is right when he says that the actual no. of errors has decreased.
Only when we take the no. Of uncontrollable errors to be so high that the total no. Of flights is now more than last year, does (D) make sense.

The trap in this Flaw question: the airline representative assumes a percentage decrease automatically means the absolute number of errors decreased.
But percentage of flight delays caused by airline error could drop even if airlines made the same number of errors (or more), as long as delays from other factors increased enough.
