dramatically doesn't actually clear this up. HOW MUCH is
dramatic? If out of 100 flights, 10 were airline errors and 3 uncontrollable delays, is it now 10 airline errors and 75 uncontrollable delays? In this case, the percentage of airline errors is the same. So here, D doesn't undermine or weaken the argument. The representative is right when he says that
the actual no. of errors has decreased. Only when we take the no. Of uncontrollable errors to be so high that the total no. Of flights is now more than last year, does (D) make sense.
