The part after the semicolon should be independent clause. That means there should be subject+verb agreement. That’s why, this answer choice is wrong.

Hi,

I will share my understanding, feel free if you want to improve or comment.

So, we should remember the touch rule whenever we see "which". "Which" should touch the noun that it modifies. So (C) and (E) are out, as in those answer choices which modifies human body and water respectively and this is not the intended meaning obviously. It is alcohol that affects every cell.

(B) is out, because the sentence after semicolon should be an independent clause. There is no verb in the sentence following the semicolon.

So, we are left with (A) and (D). I think D is out, because of to affect. Alcohol does not aim to affect the cells, therefore the use of "to" is meaningless. (A) is the correct choice.

There should be New IC (with S + V) after semilcolon (;). But option does not do that. It starts a clause without S (subject)
