Alice budget =x
bob budget = y
x/2+.2y=600
x+.4y=1200
insufficient

x+4y=1200

Target: Alice spending in mall??

Statement1
0.5A + 0.2B = 600
Simplified: 5A+2B = 6000

Statement 2
0.2A + 0.08B= 240
simplified version:
5A + 2B = 6000

Both statement give same equation. So infinite solutions.
E is answer.

Alice's budget = x, Bob's budget = y

Statement 1: 0.5x+0.2y=600 not sufficient, multiple values for x (Alice her budget) are possible.
Statement 2: 0.2x+0.08y=240 not sufficient, multiple values for x (Alice her budget) are possible.

Combining statement 1 & 2:
0.5x + 0.2y = 600 | Multiply by 2 | x + 0.4y = 1200
0.2x + 0.08y = 240 | Multiply by 5 | x + 0.4y = 1200
Both equations are the same, combining them wouldn't give us extra information. Multiple values possible for x => E, both answers are insufficient.
