All the other choices except D have an issue with them:
A) should be has shown (Subject verb error) B) is to be rising is convoluted and not correct (style error) C) Does not make sense D) Correct E) should be rising, not raising
Sometimes the correct answer is the one that has the least issues.

hmmm......interesting...... i think there is nothing wrong with the sentence as such but using "that" makes it sound a little bit more nice.... u got a valid point mate +1 kudos
That is often optional and is not an error/mistake. GMAT will never give you 2 choices where one would have "that" and another would not have one as it is too subtle and though it is "nicer" as correctly pointed out, it is not incorrect not to have a "that"
