Inflammatory does not describe the tone; there is no presence of anger or opinion. Contemptuous is incorrect as well, as it too suggests the show of emotion.

Regarding Q4,are these type of questions expected In the actual GMAT,provided this needs some knowledge of the geographical location of the country to answer.
