modifier question

D is best.

who is capable..the internet..so the clause after the comma should "start " with a mention of the internet

D and E.

E ....here like is used to compare "treated" , an action...we should

use " as"

Also the comparison is not really clear... treated not "like" a tool , but.... a toy..is incorrect.

D correctly uses "as" to compare how the internet is treated by users.

I am OK with A & D, but I would Like to go with A, because I dont like to change the tense and construction when I can live without it.

Anyway I would like to hear the official answer.
