Liable to is idiomatically correct, Answer must be (A), nothing wrong with the Original sentence, errors in other options highlighted in RED.

What is wrong in able to here. I can say like, Although I am able to walk, I choose to go by car.

"Liable to" means responsibility and "able to" means having the skills to do XYZ. "Able to" completely changes the meaning of the original sentence.
