I think the answer should be C -- because it says 'one of the food products loved by children' -- 'one of' should be followed by is, not are.

"that" refers to immediate noun/pronoun
here it refers to food products which are loved by children.

correct ans is B

Seconded. This is actually one of those quirky areas about which some “Grammarians” continue to argue.

GMAT examples have shown:

When you have

“one of (plural noun) THAT ___”

or

“one of (plural noun) WHO ____”

The verb in the noun modifying clause will take the Plural Noun following “of” as its Subject — i.e., the verb in the noun-modifying clause will be PLURAL

This is true even when the MAIN Verb in the sentence takes a Singular Verb.

Ex: “One of the mysteries that confound conspiracy theorists IS the mystery of the Loch Ness monster.”

I believe you have a section in your guide that discusses this exact issue. It seems best to tag you and cross-check that I’m not making any mistakes or leaving something important out.

EDIT: I also found a good post on this exact issue. Keep in mind, the GMAT follows the formal rule stated above.
