we need --- "first in the....later in the"
Only A,B C maintain this structure
In A we have ---> Although X, not Y ( which i think is wrong) .... also .. "it" has no clear referent
In C we have ---> it .. no clear referent
IMO B. Although X, Y

Also B for me, my POE as follows:
Eliminated D,E first as the phrase "then also later" is not idiomatic.
Eliminated A,C because they refer to the "hearings" in the singular ("which was"); I think its a plural, so should be "which were".
