My choice was C but then I picked B since 'sum... less than' sounded much better. But ofcourse C is the correct choice. :(

I picked B the first time as well, for the same reasoning :wink:

Think about it this way though, if you switch the words around, which one sounds better:

1) ...the expenditures amount to a less...sum than...
2) ...the expenditures amount to a lower...sum than...

1 sounds completely wack now, doesn't it. :) At least to me it does.
