It MUST be future in the past, and hence, WOULD.
I think that:

You are right about use of 'would' but after searching on this forum I could find wordiness as the best explanation for this problem.

I don't think, "was" is wrong in D.
In indirect speech we need "was".
But why is A correct? It's indirect speech so we have to use past tense after "that".
