if you post the question in complete, would be easy to answer. with incomplete question, its difficult to say why a given choice is best or wrong.

would narrow between C & E.
not C because 'had to be' is not the correct tense here. the focus groups have pointed out some flaw in the ad on account of which the ad should be altered, hence 'must' is better than 'had to be'.
answer should be E.
