Although World War II ended nearly a half century ago, Russia and Japan still have not signed a formal peace treaty; and both countries have been reticent to develop closer relations.

The statements begins with 'Although' that means the contrast is coming up. The first part of the statement talks about the World War II, which happened in the past. The second part - Russia and Japan still have not signed a formal peace treaty - has to be in the present perfect i.e. event started in the past and whose effect is still felt in the present. Therefore, the first verb has to be 'have not'. This eliminates B and E.

'being' is by practice I thought is incorrect, as being means which is temporary. This eliminates C.

Between A and D, there is no need to change the tense used. Meaning wise, the two countries were reticent in the past and are now as well. That means we need a present perfect tense. And thus we can eliminate D.

Thus, the correct answer choice is A.
