This question is based on Verb forms and Tense and Construction.
The underlined portion of the sentence should have the verb for the subject “Ambitious planting programmes”. However, Option A only contains a participle ‘helping’. Because the first part of the sentence is only a fragment, Option A can be eliminated.
Option C is wordy and uses the present perfect continuous tense unnecessarily. There is no sense of continuity to be emphasized particularly in the sentence. So, Option C can be eliminated.
Option D has a subject-verb disagreement. The singular verb ‘has’ does not agree with the subject “planting programmes”. So, Option D can be eliminated.
Option E is also extremely wordy. So, this option can be eliminated too.
Option B maintains subject-verb agreement and is a concise option. Therefore, B is the most appropriate option.
