Americans are unable to determine the provisions in their health care plans because they are opaque and complicated with several cryptic names; so tricky to determine in advance the health care costs for a procedure that University of New Hampshire has started offering education on health-care literacy.

A. they are opaque and complicated with several cryptic names; so tricky - pronoun "they" could refer to plans, provisions, or Americans. Besides, on both sides of a semi-colon an independent clause must be present. But in this case the part after semi-colon lacks a subject and, therefore, it is not an independent clause.

B. of being opaque, complicated with several cryptic names, and so tricky - The third item in the list does not fit logically -- because of being opaque, because of being complicated with several cryptic names, and because of being so tricky to determine in advance the health care costs...

C. the plans being so opaque, complicated with several cryptic names, and it is - singular pronoun "it" has no antecedent.

D. the plans are opaque and complicated with several cryptic names; so tricky it is

E. they are opaque, complicated, and with several cryptic names they are so tricky that - Same as A

Hi bv8562, if Option C has antecedent problem then why you opted for Option D, it also has "it"

Priyankajaismali In D “it” is referring to the entire phrase “to determine in advance the health care costs for a procedure”. Ask yourself “what is so tricky?”
If we interchange the sequence of the phrases it still makes sense “ to determine in advance the health care costs for a procedure is so tricky that University of New Hampshire has started offering education on health-care literacy.“

Whereas in C “it” is used as a pronoun and we don’t have a singular noun before “it” to which we can logically refer.
