I believe there is a typo: none of the choices makes sense.
The answer should be D, if u delete "and" before "spending".
This question has been answered several times in this forum: open SEARCH and copy/past ur question. U will see explanations.

'to see' and 'and spending' are not parralel, B,E - Out
in D, 'to see' and 'and spending' ar not parralel, Out

plans 'that impose' IMO is better in this context, so, my choice is C
