I think its (A) the which has to modify the first clause and in (B) the problem is 'dropping investments' . it should be a drop in investments.it has a totaly different meaning.

I goofed. This one should be (C) for the correct S-V combination.

OK So i narrowed down to C and E...

i think we need a tense change to signal sequence of events...will go with C...

C. falling employment rates triggered by a drop in investment, which cause cutbacks in consumer spending, starting a cycle of layoffs that lead to even lower employment rates.

IIism for "falling ... starting"...

"causes" should be "cause"

"which" in C seems to modify rates ..but can "which" modify investment in this sentence???

someone here can elaborate on usage of "which/that" ....??

C is correct here.

one more point which narrows it down to C v/s E is use of "people to cut consumer spending " which is redundant i believe, in A/B/D
