given
rates of $3 per half hour for the first two hours ; per hour 6$ and 2 hours 12 $
also
$2 for every half hour after that. ; 4 $ per hour

so for x+5 ; let x =1 ; 6 hrs charge
12 + 4* 4 = 28 $
or say
4x+ 24 ; x = 1 ; 28

Answer must be D.
x+5 hours = 2 hours + x+3 hours

Money paid = (4 half hours) * 3 + (x+3)2 Half hours * 2
= 4*3 + 4x+12
= 12+4x+12 = 4x+24
