AFAIK, there's no such thing as 12:00 am. Its midnight or 00:00 am and noon or 12 pm.
Anyway, assuming 12:00 am is midnight, and 1 pm is 13 hours away.
So Anna has 13 hours lead on the other guy. In 13 hours, she's travelled 13r. The other guy travels 0.5 r on Anna every hour, so takes 26 hours to catch up, in which Anna has travelled another 26r distance. Thus Anna's distance from the bridge is 39r.
Assuming that 12:00 am was noon, the guy is 1 hour behind Anna. At 1:00, when the guy was at the bridge, Anna was already r distance away. The guy gains 0.5 r over Anna every hour, so covers the r distance between them in 2 hours, in which Anna has travelled 2r more, totalling 3r.
