Yes. I just looked at the website and there is now an R4. I'm not sure this will bring out additional applicants or delay those that would have applied R3.

For me, an R3 applicant, it now means I am no longer a last-round applicant! I looked through some history and apparently USC MBA.PM added 2 additional rounds last year

Let me clarify. As UCLA has been attempting to grow the class (with the addition of the 'online' section and all that), they want to keep the application period open as long as they possibly can so as to draw as many qualified applicants and eventual qualified matriculants as possible. I agree though, another round will more likely delay an applicant than draw new applicants (most people who are gonna apply will likely plan ahead enough to hit the first three rounds)...
