The underlined portion does not have a supporting verb. The supporting verb "is" is required. Therefore, option B is correct

Original has no verb. OA should be B.

Andres Morceleau, the preeminent Paleobotanist based in Madagascar, is thought to have contributed to the world's understanding of the unique flora in Madagascar.

The correct answer must be (B), for the highlighted errors on other options...

Moreover in option (B) there is correct jsage of non-essential modifier and Subject Verb Agreement Usage.

Option B is the correct answer.

If you look at C has contributed is enclosed within commas( based in Madagascar, has contributed,it has been thought,to the world’s)
This is not correct because has contributed is an essential modifier and it should not be enclosed in commas. Also it has been thought is slightly awkward.

IMO B.
