Even if the entire phrase is not repeated, parallel structure is still maintained by preserving the form. The only choices which use ‘return’ are B, C and D. Choice C, however, does not make it clear that it is the organization itself which returns the lost pets. In this way there is a slight change in the meaning of the original sentence. D uses the incorrect idiomatic expression ‘tries at finding’, instead of ‘tries to find’. Choice B is the correct answer.
