statement 1 is suff

statement 2 is not suff because if you substitute 7.99% into the equation, it would be greater than 1.16, and so is 10%

(1) suffi
(2) says 1+r/100 > 1.072 => r/100 > 0.72 => r > 7.2 % => r can be > 8% or lower than 8%

hence IMO A
