another one that just blows my mind:
top managers seems like way out of scope. The text doesn't mention that Vernon is getting squeezed because of shortage at the top... and it's a huge assumption that top managers will actually help the plan succeed.

I'd go for E simply because all the rest aren't supporting the prediction at all. This, at least, is the statement that *would* justify his decision, given that he *does* have the top manager efficiency problem.

What about A? if the company will outsource all the jobs that can be outsourced, but still remain a specialist in the area of high accuracy standards, doesn't that mean they will save money and remain competitive?
totally lost on this one...
