In order to be succesful Vernon's plan of outsourcing activities that it cannot do so efficiently.

Look for a statement that supports this conjecture,

A is a 180. Vernon cannot outsource critical functions requiring high standards.
B Past history is no guarantee for future success
C Out of scope
D Out of scope. The method of selection is not relevant
E There are some functions which can be outsourced as they are presently not being executed in an efficient manner. This ties in well with the original conjecture. Hence E

I'd go for E simply because all the rest aren't supporting the prediction at all. This, at least, is the statement that *would* justify his decision, given that he *does* have the top manager efficiency problem.

What about A? if the company will outsource all the jobs that can be outsourced, but still remain a specialist in the area of high accuracy standards, doesn't that mean they will save money and remain competitive?

The company can't outsource some tasks whether it likes or not. The company is doing some tasks that need high accuracy does not mean that it is going to be specialist or those tasks are going to provide core competence. The whole idea of outsourcing is based on the concept of core competence. E makes that clear.
