IMO A
less than ,more than -> used for uncountable
lower than,higher than -> countable

the temperature is 10 units lower than threshhold value

% is uncountable hence more,less than is used

population in china is 10 % more than that in india

number of people in china is higher than number of people in india.

less is used for percentages and fraction comparisons
less than they did is the corect logical comparison
